I have downloaded the iTunes updates to my PC and it will not run.

I downloaded iTunes for the first time successfully, but it won't open and run. I just keep getting the security agreement box. Once I agree and submit, nothing happens. I've tried uninstalling iTunes, re-installing it, repairing it and downloading updates, but nothing has worked. What should I do to get it to run?
